Notice on Adjustment of Requirements for HS/HDC QR Code by Chinese Embassy and Consulate in UAE

At present, the COVID-19 pandemic is still very severe, and the risk of cross-infection through international travel is relatively high. We recommend that people  do not travel unless it is necessary. In order to avoid the risk of cross-infection via transit flights and to protect the health and safety of compatriots at home and abroad, according to coordinated deployment in China, from February 23, the Chinese Embassy and Consulate in the UAE will adjust the requirements for HS QR Code/HDC QR Code. The adjusted requirements are as follows:

1. For People setting off from countries with direct flights to China, please do not take transit flights that has stopovers in the UAE. The application for HS QR Code/HDC QR Code of these people will not be accepted by the the Chinese Embassy and Consulate in the UAE anymore.

2. For People setting off from countries without direct flights to China, if they need to change flights in two or more countries (e.g., Guinea-Germany-UAE-China), the application for HS QR Code/HDC QR Code of them will not be accepted by the Chinese Embassy and Consulate in the UAE anymore.

If they have to change flights once in the UAE to reach China (e.g., Guinea-UAE-China) and stay in the UAE for a short time, they may apply for HS QR Code/HDC QR Code from the the Chinese Embassy and Consulate in the UAE. Among them, the passengers of Air China CA942 and Emirates EK362 should stay in the UAE for less than 120 hours, and passengers of Etihad Airways EY862 should stay in the UAE for less than 240 hours, otherwise their applications will not be accepted. The following materials need to be submitted when applying:

(1). Both the results of Nucleic Acid Test and IgM Serum Antibody Test issued by the laboratories approved by the Chinese Embassy and Consulate in the UAE.

(2). The itinerary of the whole trip, that is "the place of departure-UAE-China";

(3). Proof of residence in the country of departure (including local ID card and long-term visa, etc.).

(4). A screenshot of the HS QR Code/HDC QR Code issued by the embassy or consulate in the country of departure.

(5). The passport stamp upon entering the UAE.

3. For residents of the UAE taking direct flights to China, they may apply for HS QR Code/HDC QR Code from the Chinese Embassy and Consulate in the UAE. The following materials need to be submitted when applying:

(1). Both the results of Nucleic Acid Test and IgM Serum Antibody Test issued by the laboratories approved by the embassies and consulates in the UAE.

(2). Itinerary.

(3). Proof of residence in the UAE (including UAE ID card or long-term visa).

4. For Short-time visitors to the UAE from China taking direct flights back to China, they may apply for HS QR Code/HDC QR Code from the Chinese Embassy and Consulate in the UAE. The following materials need to be submitted when applying:

(1). Both the results of Nucleic Acid Test and IgM Serum Antibody Test issued by the laboratories approved by the embassies and consulates in the UAE.

(2). Itinerary.

(3). The passport stamps upon exiting China and entering the UAE.

5. Direct flights must be chosen when leaving the UAE for China. The Chinese Embassy and Consulate in the UAE will no longer accept applications for HS QR Code/HDC QR Code of people taking transit flights that has stopovers in other countries or regions to travel from the UAE to China.

6. Other important reminders

(1) About self-quarantine before the trip. At present, the situation of the epidemic in the UAE is severe and complicated, and the number of new confirmed cases of each day remains high. People going to China must take measures for personal protection and strict self-quarantine after completing the test. Please be responsible for yourself and others, and do not involve yourself in activities such as sightseeing, touring, and dining with friends to minimize the risk of infection.

(2) The time for examining the heath codes. The UAE is an important hub of air transportation so that the workload of examining HS QR Code/HDC QR Code is tremendous. Please wait patiently after submitting the application. The Chinese Embassy and Consulate in the UAE will examine relevant applications on all workdays, weekends, and holidays.

(3) Those whose flights do not meet the requirements and who insist on taking transit flights that has stopovers in the UAE shall bear all responsibility of their loss.

(4) When applying for HS QR Code/HDC QR Code, make sure to fill in the relevant information truthfully, accurately, and completely. If it is not true, the embassy or consulate will refuse to issue the codes, and the loss caused shall be borne by the applicant.
