Urgent notice on cross-double test and 14-day quarantine for passengers from UAE to China before boarding the plane

At present, the United Arab Emirates is still in a severe COVID-19 epidemic, with a high number of confirmed cases every day, and the number of confirmed COVID-19 cases imported from the UAE to China has increased significantly. In order to reduce the cross-border spread of the pandemic, following the latest domestic requirements, from 7th March, all passengers on flights from the United Arab Emirates to China need to take an extra double PCR tests and IgM tests at different agencies and undergo a quarantine management at home or hotel for 14 days before boarding. The specific requirements are as follows: 

1. An extra PCR test and IgM test shall be taken 14 days before departure in advance 
From 7th March, all UAE residents and short-term visitors from China departing the UAE will be required to undergo the first tests for both PCR and IgM 14 days before boarding at a designated testing agency in the UAE. Passengers are requested to self- isolation after receiving PCR and IgM negative test result reports. Passengers shall then take a second tests for both PCR and IgM at another designated testing centre within 48 hours of boarding. 

Passengers of the flight after 5 May should arrange their double test according to "Designated PCR and IgM Testing Institutions in the UAE" issued by the Chinese Embassy on 28 April.

2. 14 days self-isolation closed-loop requirements 
Isolation should be carried out in a place with separate living conditions. Except for when taking the second tests within 48 hours before departure, please do not go out or have contact with others.

Chinese enterprises (including state-owned enterprises and private enterprises) operating in the UAE shall effectively manage and be responsible for properly supervising employee isolation, and issue a "Commitment to Self-Isolation" document after the period of isolation (including the signature of the quarantined person and seal of the enterprise, while indicating personal contact and enterprise information). 

Isolation for short-term visitors from China to the UAE shall be managed by their enterprises in China, and after the end of the isolation period, they will be issued a "Self-Isolation Commitment" letter by their employers. 

Other individual visitors shall arrange their own self-isolation in a responsible manner and sign their own "Self-Segregation Commitment" letter after the end of the isolation period. 

3. Application for health code / declaration material adjustments are as follows: 
(i) United Arab Emirates residents: 
Negative test reports for both PCR and IgM 14 days in advance before boarding at a testing agency designated by the Chinese Embassy or the Consulate General are required to submit (passengers taking flights before 17th March are not obliged to do so); 
Negative test reports for both PCR and IgM at a different testing agency designated by the Chinese Embassy or the Consulate General within 48 hours before boarding are required to submit. Please note the 48-hour-before-departure tests shall be taken at a different agency from the tests taken 14 days before boarding; 
Air ticket; 
UAE residence certificate (including UAE ID card and long-term residence visa); 
Complete and signed "Self-Isolation Commitment" (template attached). Passengers on flights up to 17th March are not required to do so). 

(ii) Short-term visitors from China to the United Arab Emirates  
Negative test reports for both PCR and IgM 14 days in advance before boarding at a testing agency designated by the Chinese Embassy or the Consulate are required to submit (passengers taking flights before 17th March are not obliged to do so); 
Negative test reports for both PCR and IgM at a different testing agency designated by the Chinese Embassy or the Consulate General within 48 hours before boarding are required to submit. Please note the 48-hour-before-departure tests shall be taken at a different agency from the tests taken 14 days before boarding; 
Air ticket; 
United Arab Emirates visa extension record (if the stay length exceeds the initial visa-free time period); 
"Self-Isolation Commitment" which was filled and signed completely (template attached). (Passengers on flights up to 17th March are not required to do so). 

4. Persons who have not taken direct flights to China and have come to the UAE to transfer  
Materials for the health code/statement, as detailed in the "Notice on the Acceptance of the Health Code/State Statement for the Embassy and Consulate General in the UAE" issued on 13th February are required. 

5. Acceptance requirements of health code/statement of persons who have tested positive before

6. Travelers planning to go to China from UAE are required to strictly abide by the above notice, and the relevant units shall be responsible for the quarantine certificates issued by them. In case of any improper behaviour such as forgery or falsification, the Chinese Embassy will inform relevant departments to punish them in accordance with the law and make a careful assessment on the matters concerning the personnel returning to China in the future.
