Urgent notice on cross-double test and 14-day quarantine for passengers from the UAE to China

The requirements for cross-double tests and closed-loop self-isolation have been adjusted as follows:

1. UAE residents and short-term visitors from China to the UAE (Employees of Chinese enterprises are excluded)
 
1) All UAE residents and short-term visitors from China departing the UAE for China are required to undergo the first-round tests (including both PCR and IgM) 14 days in advance before boarding at a testing center designated by the Chinese Embassy or the Consulate General. 14-day closed-loop self-isolation shall start simultaneously. Passengers shall then take the second-round tests (including both PCR and IgM) at another different designated testing center within 48 hours before boarding. If any of the PCR tests is positive or passengers show symptoms of Covid-19, the travel arrangement shall be canceled immediately. The same applies to close-contact personnel of the above passengers.
 
2) In a responsible manner, 14-day self-isolation should be carried out in a place with separate living conditions. The start date of the isolation is 14 days before boarding the plane. During isolation period, except for when taking the second-round tests within 48 hours before departure, please do not go out or have contact with others. It is also required for the passengers to truthfully complete the ''Personal Health Monitoring Form" every day.
 
3) 14-day self-isolation period should not include the day of departure. For example, if the flight departs on September 6th, 14 days before boarding will be calculated as August 23rd. The Embassy does not accept cross-double tests and "Personal Health Monitoring Form" that fail to meet the outlined calculation.
Please refer to the latest list of designated testing centers in the UAE published by the Embassy. Please note the operational hours of the testing centers and on-site photograph requirements, etc. Details are available on the Embassy's website.
 
4) Documents to submit for the health-declaration-code application are as follows: (Electronic health-declaration-code application website: https://hrhk.cs.mfa.gov.cn/H5/)
 
a. Negative test reports for both PCR and IgM 14 days in advance before boarding at a testing center designated by the Chinese Embassy or the Consulate General
 
b. Negative test reports for both PCR and IgM at a different testing center designated by the Chinese Embassy or the Consulate General within 48 hours before boarding
 
c. Air ticket/Itinerary
 
d. UAE residents need to provide proof of UAE residency (including Emirates ID card and long-term residence visa); short-term visitors from China to the UAE need to provide exit stamp from China, entry stamp entering the UAE, and all the UAE visa extension records (if length of stay exceeds the initial visa-free period)
 
e. Completed and signed "Personal Health Monitoring Form" (See below attachment)
 
f. Proof of Covid-19 vaccination (if available)

 

2. Health-declaration-code application requirements for passengers transiting through the UAE

1) For people setting off from countries with direct flights to China, please do not transit through the UAE. The Chinese Embassy and Consulate General in the UAE will not accept health-declaration-code applications from passengers from these countries.

2) For people setting off from countries without direct flights to China, and the UAE is the only transit stopover (if the stay in the UAE during transit is less than 120 hours), the Embassy will accept applications for health code/declaration with the following documents:

a. Negative test reports for both PCR and IgM at a testing center in the UAE designated by the Chinese Embassy or the Consulate General within 48 hours before boarding the second-leg flight to China

b. Air ticket with entire itinerary for "Departure country – UAE – China"

c. A screen shot of health-declaration-code issued by the Chinese Embassy or Consulate General in the country of departure

d. The passport exit stamp by the country of departure and entry stamp by the UAE

e. Proof of residency in the country of departure (including local ID card and long-term visa, etc)

f. Proof of Covid-19 vaccination (if available)

3) If passenger insists transiting through UAE while not meeting the above requirements, the passenger shall bear all the consequences and associated costs.

4) The Embassy will assess infection risk of transit passengers and may require transit passengers from high-risk departure countries to remain under quarantine in the UAE before boarding the flights to China.

3. Travelers planning to go to China from the UAE are required to strictly abide by the above notice, and shall be responsible for the Personal Health Monitoring Form. In case of any improper behavior such as forgery or falsification, the Chinese Embassy and Consulate General will inform relevant departments to punish them in accordance with the law and make a careful assessment on the matters concerning the personnel returning to China in the future.
